Just take the license. By the time anything happens, her registration will be up and she simply won’t renew. Most states now require “Mandatory Education”. If Ca does, bet she hasn’t picked up the necessary credits and might be evidence that she never intended to register for the next term, i.e., it would likely be impossible for her to pick up the necessary credits at this point.

They just take the license. I read on their website and have heard rumor that if the CMB finds sufficient wrongdoing and endangerment they turn it over to local law enforcement authorities. The CMB can press no charges.
