Was there a timeframe given for how long he had to stay. Perhaps he's stalling until this expires?
I've heard that he can stay in 8 month increments. If he leaves the island like he did we he went to FLA the 8 months starts again. So when did he leave FLA? He's got 8 months minus that in which to stall these proceedings.
