Birth registration comes first and they must have the
affidavit with them since they were not married. Then the birth certificate is issued.

That can be explained by the marriage on the boat fiasco. That was living testimony of one about to be deceased. It shows her intentions as to the father and as to the commitment of two people living together. It goes right to the heart of the rule book.
