I hate to sound like I'm "in love" with TV show but what I loved so much about David Palmer was that he was a man of integrity. Don't see that much in real life or TV anymore. I just don't see the necessity in taking that character out the way they did.

High altitude and proximity to the ionosphere would create an EMP effect affecting a radius of up to a thousand miles.
a ground blast would be much smaller.
50's test in the mid Pacific affected Pearl Harbor. Impressive considering there were few solid state devices back then.
After the Pearl Harbor incident the test data is locked up to this day. Most of what we know is theoretical speculation.

You must remember that most of the public thinks that ANY nuke set off will destroy a city, state or even a country.Few people have any idea as to what yield ,blast radius, and so on means.
Of course you are right. A sub-kiloton device set off in an industrial/warehouse zone would probably not kill more than 10k or less,(of course, that is STILL a lot of people from one event!!) and the blast radius from a ground-based blast would be probably less that 1/8th of a mile. The fire range would extend for some distance beyond this. (After all, was not the original intent to smuggle them(suitcase nukes) onto places like military bases and such and take them out?)
Set off in Manhattan or Downtown LA or DC it would be a different matter, of course. In such a densely populated area, probably 50-100k people would be killed at once.
One OTHER thing that was TOTALLY forgotten here(and this is based on FACTS::) Those little micro-nukes are getting old..They have not been maintained at ALL in probably 15 years or more. Nukes do NOT have an indefinite "shelf life" for all of the necessary components needed to initiate the fission reaction, and some of these(such as the neutron generator, boost mechanism, possibly the implosion charges, etc) need to be replaced periodically to insure optimum performance. This thing was (in the show) most likely hidden in a warehouse or cave for over 15 years or more with NO attention paid to the inner mechanism(the "triggering device" that was attached is NOT what I am referring to)and would probably not detonate properly, if at all, if actually stolen and used. In such a case, most likely all that would result is a small explosion from the implosion charges and some fallout from the fissionable material being vaporized by them--but no real nuclear blast or yield--IOW--a "dirty bomb".
But on 24--all reality flies out the window(like on all TV!!)
