Is the state bar cutting a deal with him? Or is he saying that with the hope that they and others will go light on him because he's going to retire in three years?

He can protest the Bar charges. It can go on for years and nothing will effect his license during that time. He's not worried about the bar.

Civil and even a criminal suit is his problem. Does he take a chance and go for trial with the possibility of perjuring himself on the stand?

Meehan wouldn't lie for him. He will be censured and fined by his licensing board but continue.

Even if he "gets retired" early, he gets his benefits and a hefty pro-rated paycheck for life.
