Water in the tap [metal pipes] is already grounded. Very old books on radio modeling recommended using a water pipe as a point of grounding the contraption. Also, when a path of a serious discharge passes through the center of the body [think electric chair] - cardiac arrest, and not the burnt derriere, normally follows. For this reason the posted article is to be suspected of being of tabloidal "Clinton is a space alien" variety. [BTW, both of them ARE space aliens].
