It's the blackbody radiation of the inner surface in the "Expanding Vacuole Theory" of the Solar System. In that theory the anisotropies are due to the inner surface no being a true black body, which is consistent with lack of heat conduction in the surface and the geometric irregularities of that surface as reported by the Vikings.

I'm sorry, but I don't have a ready reference for the "Expanding Vacuole Theory". It's a more modest theory than the SCM. Ignition of the Sun is the main event. That would have been quite a bang, but not a Big Bang.

In general, in my opinion, the SCM makes statements that are too dogmatic for the nature of the data to support. The error bars are too big! The scatter is just too broad. Even the famous Hubble plots have great deal of scatter, and can be explained several ways including multiple elastic forward scattering, or something not thought of yet.

But if I make only statements that are consistent with the "goodness" of the data, then I have to give up the dogmatism about the basic nature of everything and have to admit I don't know it all. I don't mind admitting I don't know it all, but Scientists writing Popular do mind it.
