WASHINGTON, May 31 After vowing to steer a greater share of antiterrorism money to the highest-risk communities, Department of Homeland Security officials on Wednesday announced 2006 grants that slashed money for New York and Washington 40 percent, while other cities including Omaha and Louisville, Ky., got a surge of new dollars.
Homeland security officials said the grants were a result of a more sophisticated evaluation process

The use of solar cells and battery energy storage seems expensive and inefficient. My mother lived "off the grid" for years. It's not that expensive -- if you make the accomodations. Lighting with electric lamps is greatly minimized (as is brightness); use low-power appliances (TV); use propane fridge, and run the generator once in a while as needed.
My sister's current house is also still off the grid, I believe. (For the same reason: too expensive to get power run out that far.) They've made many of the same accomodations.

A few years ago, when I was into reading "The Mother Earth News," they published an article about a few folks living off the grid.
Sharp thinkers though. They got a generator, for running their deep well submersible pump. To maximize efficiency, they built a water tower.
Then, instead of wasting the heat produced by the generator, since it was water-cooled, they built a big hot-water storage tank and insulated it.
Every few days, when they needed to refill the water tower, they would start the generator. In an hour or so, they refilled the water tower, heated enough water for several days, and recharged the twelve volt batteries that provided electricity the rest of the time.
Simple and elegant.

Ah, yes, "The Mother Earth News." I can't remember the name of the catalog that was always about my mother's house, for living off the grid. "Real Goods" or something like that. Her system was much like the one you described, except hers didn't capture the heat.
Lots of good ideas in that catalog. Interestingly, the charging system in my sister's house was designed and built a few miles down the road at the "Ananda Yoga and Meditation Retreat Center"!

It's extremely rare for the temperature to get that high over here - I recall the temp approaching 91'F in July-August '03.
