Why would your rates go up if you are not at fault? My husband and I were not at fault in two collisions we've been in over the years, and nothing happened to our rates. In the first case the driver was insured; in the second he was not.

ALL of our rates go up when an insurance company pays out for a not-at-fault accident. The money has to come from somewhere, and it's passed back to the consumer. That is why in Texas, my auto insurance is twice what is was in Ohio: there are a bunch of uninsured illegals driving around, and the companies know it. It's the same reason ALL of our healthcare expenses are higher than they should be, b/c the hospitals know that a certain percentage of non-paying customers will be treated.
