This is no mystery. If you call a cab company (especially on a Monday night after midnight in a spring break Durham), chances are they won't have one for you for a while. The best thing to do is to walk towards the nearest big intersection and hope to hail a cab.
I've called cabs before from private residence parties and told them to meet me or my group at a specific intersection. It's easier than having a cabbie driving up and down side streets looking for a specific address. I'm not sure why this would be considered a big deal.
