Question: What kind of person intentionally purchases a dog with a reputation for viciousness?

Answer: The kind of person most likely to be be an irresponsible dog owner.

Parallel In many states the legislature refuses to enact tough mandatory car insurance, despite the fact that people who drive without auto insurance are precisely the people most likely to cause serious accidents.

I'm not sure sure about that... but they definately are the people most likely to not be able to ~afford~ an accident.

I bred and raised dobermans for many years. None of the people who bought my dogs were irresponsible. I checked them out with background checks and spoke to their veterinarians before selling to them. None of my dogs ever were brought back for being viciousness. Some people just love the bred of dog and can be responsible. We have a pit running around my neighborhood which scares me as I have a small child. The owner has been warned to keep her fenced but she claims the dog is a "baby" who wouldnt hurt a soul. When we see her loose again animal control will be called.
