That's the whole point of the stare.
Toa a cat, if you stare at them with a fixed stare, it is a threat.
Or it means you want something, and they will run up to you and mew.
Kearen kitty gets real mad at me if I stare at her.

From the beginning I train all my animals to stand down when I stare into their eyes. It helps avoid any misunderstandings.
So they usually get me by ambush.

I will purposefully stare at my kitty.
And then charge at her, then give her scritches, which she totally doesn't expect.
Mom's cat "Rags" won't let me pet her if I am looking at her.
She doesn't like it when I look at her, she freaks out.
