Ah, it is just multi-culturalism to have a human zombie head for Voo Doo in your airport carry-on. We need to be more sensitive to this religion. It isn't something we need to repress and persecute, like Christianity.

If it wasn't USDA inspected, you can't bring in meat from foreign countries. It doesn't matter if you plan to eat it yourself.

Once, a number of years ago, I was taking an anatomy class, and I went home for the holidays. I had a human skull (a real one) to study, and I brought it with me. Not wanting to lose it or have it damaged, I carried it on the plane, without thinking of what it would look like when I went through security.
As the innocent-looking box went through the X-ray, they obviously triggered some sort of alarm. Suddenly, there were police officers standing next to me, looking very nervous indeed.
I realized (a bit late, I know) what I'd done, and announced "no, it's OK; I'm a medical student, and that's a skull to study."
As I opened the box, they all backed away, wide-eyed, and I could see they thought there was going to be a human head in the box. But once they could see it was an old skull, they all crowded back around, and thought it was neat.
I wouldn't want to make the same mistake now...

Years ago I worked as a Federal inspector at a major southern U.S. International airport. Human body parts would certainly be a public health concern but it could present some law enforcement issues as well. The job had some interesting moments. I once angered a woman when I seized her mangoes. : )
