I think Chloe's car was going to blow up and the goons were there to make sure it happened. When she walked away they got out of the van.
Also, Michelle might not be dead. She was not inside the car when it exploded. Tony checks her pulse then holds her tight. The secondary explosion knocks tony uncontious protecting michelle from that blast. I bet we see michelle later on.
I think the goons were backup. Remember, she was on the phone with Edgar and was just about to unlock her car door when he told her about the car bomb attack on Tony and Michelle. Maybe there were goons at each location, and they weren't needed at Tony and Michelle's because they thought both were dead.
When Chloe got the word that she was a target, too, she looked around, saw the goons and started running.
No, no, no. THey send the goons to KILL Chloe. And it doesn't matter that they knew Jack was alive. They are Jack's closest friends at CTU, right? That's no secret. So, killing them would at least SEEM to indicate that they knew Jack was alive and that Jack was offing them because they knew this information.
It's very complicated, but it makes sense if you think about it.
