New Orleans is the most urban area hit by Katrina and the most likely to be cut up by land grabbing public entities. From a municipal view point, every parcel of property is blighted and is subject to eminent domain proceedings. New Orleans will sieze upon this trajedy to remove unwanted neighborhoods in favor of lucrative tourist attractions. What do you think?
The West Bank area (actually to the south and east of downtown New Orleans) is largely intact (a number of my relatives' homes are in this area) and was not flooded as it is on the opposite side of the river.
Give liberal entitlement, dems, RINO's more credit than that. In addition when they rebuild they'll dig the city another 5 feet deeper just so the can make the levees 5 feet taller, net difference of 10. Pork city.

They didn't raise the 9th ward after Betsy. This is much worse, granted but we'll see. Depends on whether they had insurance and lots of factors.
I received 14" of water from a rainstorm in 1978 on the West Bank of N.O. The water went down after a few days. You cut up the carpet, pull it out, allow the apartment to dry for 2 weeks, put carpet back in on top of the mushrooms. That's how it's done in New Orleans for normal floods. Maybe replace the sheetrock. This is much worse so I'm not sure. But I wouldn't automatically assume they raise all those neighborhoods.
They will be rebuilt. Part of that is because the administration is on the ropes on this one. But not all will come back. The jobs won't be there.
City lots aren't cheap. Eminent domain requires fair compensation, but the question will hinge on what values to put on the land. Before flood? After flood?

Well, to be clear, I am sure the neighborhoods will get rebuilt, and in the vague outlines that they will be patterned after the previous layout, but what I'm saying is that they won't get rebuilt in the "unwanted" state that they were before Katrina. If slums are rebuilt, they will be the nicest gosh-darn slums in the world. =)
I heard Souter was in a pop-up camper looking for a real estate deal in N.O. just in case things back east don't go so well.
It isn't jobs that most of those people want. They'll go where the government freebies are the easiest to get.
Those structures largely under water are tear downs. And it will be much cheaper to just build them from scratch. Think of the mold, the toxic waste, etc. Most of the structures don't have insurance. Will the government just pay to rebuild anyway? Probably.

For awhile. And some might sell, and pocket the profits. Your Hispanic comment is interesting, but it will not happen to any great degree. That would just be an "explosive" development. There will be massive set asides for the construction, and it will cost twice what it should. There will be much to complain about regarding NO for a very LONG time.
Freebies are available elsewhere. Granted, Texas might not be the best spot.
