May redo it, there's a character who's being seriously underutilized.

I was stuggling with POV. Do I tell the story of the big villian? Or the story of the poor kid who was manipulated into carrying out the plot to end the world? I settled on making it a detective story where agents uncover the plot and discover the horrible details.

I'm still struggling with POV. I'm leaning toward split-POV, between the overly-cheerful female protagonist (she's a cat burglar) and the reticient, wants-to-be-hardboiled detective (he's not really after her, they sort of have to team up). Because then the detective and the heroine's little sister could be kidnapped together and there's all sort of fun to be had with that dynamic.
