I run into that sometimes in other counties. I have not personally dealt with it in ours, although I am told that one of my coworkers has a case where agendas are clashing. I have such a case in another county. The way that happens (although you may know this if it works the same there) is a case is initiated in one county, but one or more of the parties is/are in another, so a secondary worker is assigned in the other county/counties.
In this particular case, out of Little Rock, ALL of the parties, except the child (a beautiful baby girl) ended up in this county. I've been the one doing all the work on the case, while THEY have been making all the decisions, while not even having any contact with the family. It seems that they have tried everything they could to keep that child away from her family. Of course, they claim otherwise, but the AAL is a control freak and the judge is no better, based on what I saw when I had to testify in his court the other day, and the direction of the case was hinging on my testimony. That's pressure.

usually, however, unless the judge has some personal agenda......isn't jurisdiction supposed to be where the child resides (i.e., with the parent(s))? (I'm not talking about where a child might have been "removed" to by DSS)....
I know that sometimes occurs, jurisidictional disputes/agendas/disagreements.
This one had to do with a pro-gay agenda, I believe; all children were removed from a straight woman based on lies told by another foster child (a teen boy)...later unfounded....but, DSS put our Ward with a lesbian couple, and, naturally, after his having to live with them for 6 months before the "unfounded" report came back, the boy decided he just wanted to stay there with them; then DSS went to make it his new "permanent" home, and fought any petitions to return/visit/adopt the child by the prior foster mother who loves the boy. The boy wants to continue to see his previous foster mother....just doesn't want to keep moving around....the judge, apparently, isn't very happy with DSS concerning this child's handling.
Now THAT is a horrifying thought, given the squirrels I have around here.
