The cops are aware the Terri is being murdered, and they are actively preventing anyone from taking a glass of water into the hospice. They are, in other words, assisting in a murder. They are accomplices to the murder of Terri Schiavo.
There are no separate rules of morality for government employees and non-government employees. To assist in making sure that a murder succeeds is criminal behavior, whether one receives a government paycheck or not.

No one is required by law to BE a cop. Any cop who assists in the murder of Terri Schiavo is saying that his next paycheck is of greater value than Terri's life.
