It's just a hunch, I have no evidence. I have no inside information, accept what I intuit from what I see.
The Pubs made a bad move with the Federal Legislation; GWB realized that too late.
He could not storm the hospice for 2 reasons: (1) The media would have eaten him alive as a police state Hitler; (2) there are police offers guarding the hospice who have a duty also, and there could have been bloodshed. The worst of all worlds.
The same applied to Jeb Bush-
I believe that GWB, Jeb and all the pubs backed off because, if they didn't, the media would have roasted them- and public support wasn't behind them. Pres was at 43% approval.
So, the most underestimated politician in history, started working back channels through Lieberman and Jackson. I think GWB persuaded Jesse to go to Flordia.
I think they now have the votes to pass Fla. Legislation, it's just a matter of getting the wording right- so to appease the miserable Fla. Supreme Court.
The DEMS will get the credit for saving Terri, the Bushs will be seen as weakened. BUT GWB will have saved Terri's life.
Hopefully, Terri can hang on. But, in my heart, I think we do our greatest President an injustice and disservice when we say he gave up on Terri- He's sacrficed to take a political beating, to save Terri's life.

Think this through. If they had gone, at michael s's "invitation" and gave Terri ONE drink of water - which would do nothing for her - she needs total rehydration - and her mouth/tongue are too swollen and dry to drink by mouth - Thin of the uproar - grandstanding, political gain at the expense of a dying woman, etc etc.
Those that were arresesd "trying to bring her water" knew full well they wouldn't get thru - it was to make a statement. did it help Terri?
They didn't fall for michael s'c BS any more than Pres Bush gushed and slathered praise on Arafat - (Clinton had Arafat at the white house more than any other head of state - lot's of grandstanding in hopes of a Nobel.)

I do think Gov. Bush should have visited, though. How would that hurt? He was invited. Many here have criticized Greer for not visiting. I'm not convinced that was really Greer's place. Bush, though... how would it hurt? What if he saw in person what so many have seen on the video? How much more convincing would be his arguments for her life had he made them on the lawn of the hospice after visiting with her? What if all he did was refute Felos's gauzy images of a peaceful death, and make people face the reality of what is being done?
As I've said before, it is probably too late now anyway, and we are all just arguing might-have-been's. It is a sad day that our laws have had this result.

We seem to've become people who think every move our politicians make will be told us by the media - maybe we got too used to a president who, for 8 years, could smell a camera a county away.
If anyone has been watching the Bushes at all, they'd know they don't grandstand, they don't hold a wet finger to the wind in order to make decisions.
They do most of their work quietly - and the MSM be damned.
I've seen Pres. Bush do things quietly, over and over - and stepping back and letting others shine.
People here scream about how Jeb supposedly "let the cat out of the bag" and called the judge to let them know the state protection agency was coming, under his orders, to get Terri and get her to a hospital - when it was the d*mn hospital, who had been alerted to get things ready to take care of her, that called the Judge!
Now they rant about how the Bushes aren't doing anything. So what is it? You want them to work quietly or telegraph?
I remember that Pres Bush has always been known as a great poker player - he holds his cards close - and if there's way to win, he will.
But he will not come out every day and grandstand on TV...
When Americans dumped tea into the Boston harbor it was illegal. When the founders met and then declared that American was independent THAT was against British law. When Rosa Parks sat in the front of the bus it was against the law. Etc, etc.
You are, of course, posting this on your laptop while showing support in the crowd in front of the hospice...

It really frightens me to see some of the thinking here. It seems we have, even in our society, all the personalities for anarchy, should the opening arise.

What I meant was not that we shoulc have rogue cops running around. I meant that when a cop is ordered to be an accomplice to murder, he is obligated to quit his job.

I am not conviced that, given the time, and information, to engage in this debate, the majority would believe as the polls say that they do, and I have no doubt that part of Bush's thinking, harsh as it may seem, was that it will take more time than Terri has left to change the minds of the public. It's the sort of wrenching decision this president has had to make daily.
Much as I loath so much of Jesse Jackson's public life, I do wish he had involved himself sooner. How remarkable is it that Nat Hentoff, Ralph Nader, Jesse Jackson, GW Bush and the Pope are on the same side here?
At any rate, I have never questioned Bush's good heart, and I do think he has been a warrior for life. I'm sure "laying off" was hard for him.
Still, I can't help but wonder what the long-term effects of this incident will be, and how they will reflect on all of us who failed to prevent this gruesome spectacle. I hope that the long-term result is a change in the laws that allowed this to happen - but I am not at all convinced that it will be.
BTW, you call it swaggering - in Texas, it's called "walking." ;-)

I have been defending this post alone for hours. I'm about to go to bed, I can hardly see the keyboard. But, I think about Terri and I keep writing.
But now, when I do go to bed, at least, I'm buoyed by your practical, comon sense and wise comment.

In 2003 when They stopped feeding Terri - Jeb got a bill passed and got her back on the feeding tube on the 6th day -
and he was crucified for it! By the same majority that's screaming 'let her die' - now.
They knew it would create 'bad press' -
But because Jeb did it before, Shiavo/Felos and Greer knew what steps would be taken and were ready to spring...and thanks to the d*mn hospital that was called by the state and alerted to get ready to take care of Terri, that they were on the way to get her from the HOSPICE (two different places!) - it was the HOSPITOL that snitched and called Greer. (Wouldn't doubt that was a deal they already had set up together. Greer/Felos would've known where they would have to take Terri for treatment. I'm sure they're all country club buds.)
And people have been blaming Jeb as the snitch - probably because they don't understand that there is difference between a hospital and a hospice. Terri is in the HOSPICE. She needs to be taken to a HOSPITOL.

Once and for all: JEB did not 'warn" the HOSPICE!.
