The verbiage wasn't there because Democrats in the Senate refused to approve the bill unless leaders removed the specific verbiage that had been referenced in the House bill.

Well I just learned something as I thought the Senate voted prior to the House bringing this to the floor. When he mentioned Congress failing, my mind immediately went to Franks, Moran, Wexler and the other whining camera hogs who would never have voted for it. BTW, I too share your sentiments about Boise, however since he seems to be on Terri's side, I'm putting aside the bad taste in my mouth just this once.

The Senate did vote before the House but only AFTER the verbiage had been changed . . . Had the Senate Democrats not insisted on this change, the bill would have been passed on Thursday or Friday. Subsequently, had House Democrats not forced a floor debate, the final bill would have been passed on Sunday versus Monday morning.

[Bottomline: We all know who the villains are in this tragedy and their last names are NOT Bush!]
