Help me with this so-called Kerry's Jobs Creation Plan

If I understand it right, there are two things Kerry's Plans say will create jobs. The first involves closing a tax loophole and the other involves tax credits for companies that create a job.
Now my two part question.
Is the tax loophole Kerry plans to close the FICA tax? A number calulated based on some tax formula as a precentage of the workers gross income. (I may be incorrect about how FICA is derived but correct me if I'm wrong here)
The second part is, if an American worker is paid 15 bucks an hour to do a job but the same job is done overseas for 2 dollars, and if Kerry's plan to close this FICA loophole forces that overseas American company to pay FICA, how is that incentive to move that job to America and pay 15 dollars an hour plus the FICA tax?
I know these are simplistic numbers but I can't see how this works?

When you see all those 'vote kerry' signs, don't forget that virtually all those people are government employees. As stupid and moronic as voting for a dem can be, just remember that these characters are simply voting their pocketbooks and whoever is promising them the most goodies stolen from the rest of us in the public sector.
Isn't government employment over 50% of the population? The dems have a built-in base with gov't workers. The stealth-commie dems are playing this up for all it is worth!

Your primary mistake was using the words KERRY and PLAN in the same sentence. Kerry has never had a plan except to be president. If you can remember that, everything he says falls into place.

I think what Kerry is talking about is enforcing taxes that would punish companies for off shoring(nothing to do with FICA), instead of keeping the jobs here. The obvious answer to jobs leaving this country, would be to lower the tax burden on our companies, not increase it. Which would just cause more companies to setup offshore Headquarters and become foreign companies.

Thanx but what taxes are we talking about exactly? My understanding it is FICA taxes. What taxes are they since you say it isn't FICA?

Well it could be the Social Security and Medicare only if he is looking to for the first time have foreign workers on foreign soil pay these taxes. Which would be absurd and probably illegal. I believe you have to have a Social Security number to be able to work and thus participate in these two taxes. The taxes that have "so called loopholes" Corporate Income Tax and Tax on Stock Dividends is driving companies headquarters and jobs off shore. Throw in rising Health Insurance and cost of other benefits that we as Americans have come to expect as a right to have. Just ask yourself how would he be able to enforce US taxes on non-citzens that don't work here, its one thing if the worker is here on a visa and is probably going to continue living here. But these foreign workers are working in their own country, pay the taxes of their own governments.
