Christopher Shays has been talking about this for a couple of years now. Maybe that's why he was concerned about Times Square.

What I heard from an expert today:

The initial impact of suitcase nukes will see its most casualties upon impact but you probably will not even get sick from the radiation, YOU WILL NOT HAVE AFFECTS FROM THE RADIATION. The idea is to cause chaos and abandon NYC for example and paralyze communications. He said 'that' is when they will do something maybe more deadly or maybe not
