I thought it was interesting as well. The underwater scuba delivery has always made a lot of sense to me. While New York and Washington may be in danger, my bet is that the main target will be elsewhere.

Well, LA is not out of the question - one of the busiest ports in the world. How hard would our economy be hit, even if only short term, if the Port of Los Angeles was unusable for any period of time? Just something to think about...
