Well, things aren't really that desperate, but even if they were, there are *interim* steps that can be taken without grounding all flights such as:
Placing two U.S. Marines onto each International flight, both those coming and those going,
Diverting International traffic to nearby military airfields,
Escorting incoming international flights in with fighter jets,
Insuring that all pilots are armed on international flights (1,000+ U.S. pilots have already passed firearms training and are currently packing heat in the cockpit), etc.
And frankly, we probably don't even need to take all of those steps...and those steps aren't nearly as extreme as "grounding all flights."
