The USA has missing dirty nuke material. In fact, there are many countries where this waste is and it's not tracked accurately enough. Fortunately, the most dangerous stuff is tracked pretty well. This means that a dirty nuke might be lower grade material due to easier access and the damage wouldn't be nearly as bad.
None of it is good of course, but a barely radioactive bomb is much more desirable in a worse case scenario than something else that's really radioactive.

How about tons of it on a huge airliner(vats) plowing into a ship carrying tons of fuel in port...the initial reaction would be what 3 miles? Fallout, evacuation for how long? Long term illness? Say if it was in DC, NY, Boston any of these ports?
