A new message was posted in the last few hours by the Jeddah-based al-Qaeda-linked Al-Islah (Reform) society calling on Muslims to flee New York, Washington and Los Angeles in advance of major al Qaeda attacks in those cities. This is revealed by DEBKAfile.

The message accuses the United States of predetermining its end (doom) by its policies. ?The Jews rule the Pentagon by remote control and (are the cause) of Muslims being killed in every corner of the world. The United States should therefore expect more blows.?

The message is signed on behalf of the al Bayan (The Threat) movement by ?your warrior brother, Abul Hassan al Khadrami?.

Our Muslim expert identifies the name of the signatory as belonging to a Yemeni from Hadhrameuth, the Bin Ladens? place of origin where Osama enjoys substantial tribal support.

DEBKAfile?s counter-terror sources stress that warnings appearing on these forums are taken both very seriously and with caution by the intelligence services keeping track of the terrorist network?s electronic traffic.

Last November, Jeddah-based fundamentalist forums addressed a message to an Al Qaeda member, saying whoever understands ? understands; whoever knows, knows, but we are marching towards an operation that will take us to Paradise. Three days later, the Mombasa Paradise hotel was blown up killing 12 Kenyans and 3 Israelis and a failed shoulder-launched Strela anti-air missile missed an Israeli airliner at Mombasa airport.

Freeport Police Chief Henrietta Gonzalez said the guard approached a suspicious truck about 9:20 p.m. and the man inside said he had been taking pictures. He then shot the guard in the shoulder area, Gonzalez said.

The guard told police the shooter was a man of Middle-Eastern descent with bushy hair and a mustache, and had been driving a white pickup with tinted windows and a black stripe. The truck did not have a front license plate, according to police radio reports.

BASF spokeswoman Sharon Rogers said there is no indication the shooting is linked to terrorism.

Fire grounded Egyptian plane at Paris airport
PARIS (AFP) - An Egyptian charter company Airbus was grounded at Paris's Charles de Gaulle airport after an engine caught fire and a hole was discovered in the fuselage, a French newspaper reported Saturday. The A-320 Airbus belonging to the Egyptian Lotus Air company and chartered by the Marmara tour operator, had carried 134 French tourists and five crew members from Cairo on Thursday, the Parisien reported.


An airport official at Terminal Three observed smoke coming from a rear engine of the plane amid a strong smell of burning, the paper said. None of the normal alarms had been triggered aboard the plane, it added. A security official at the airport grounded the plane after the pilot refused to file an accident report and said he was preparing to take off again immediately for Egypt. A hole 40 centimetres (16 inches) in diameter was discovered in the fuselage while two lengths of electrical wire were found on the runway, according to the report.


A police enquiry was immediately opened, and the plane's black boxes were being examined, the Parisien said. Earlier this month, an Egyptian Flash Airlines Boeing 737 crashed in the Red Sea, killing all 148 on board, including 134 French nationals. French Transport Minister Gilles de Robien has since called for the creation of a "security label" for charter companies used by tour operators, which would identify those charter firms offering the best safety guarantees.

Libya Nuclear Components Said Headed for U.S.

WASHINGTON (Reuters) - Acting swiftly to ensure Libya's pledge to give up nuclear weapons is implemented, the Bush administration may bring to the United States as early as next week centrifuges and nuclear material at the heart of Tripoli's program, senior U.S. officials say.



Documents and drawings from the Libyan program arrived in Washington on Friday. Centrifuges, uranium hexafluoride and other nuclear-related equipment "are in the next round, probably next week," one official told Reuters.


Most, if not all, of the nuclear components will go to the Oak Ridge National Laboratory in Tennessee, the U.S. Department of Energy (news - web sites)'s largest science and energy laboratory.


"We're trying to get the most proliferation-sensitive stuff out early," the U.S. official said.


Another U.S. official added: "We're going to take the stuff out (of Libya). We're going to have it in the United States. We're going to own it, the nuclear stuff."


At least for now, there is no plan to take any of Libya's weapons-related material to Britain, officials said.


Libyan leader Muammar Gaddafi (news - web sites) pledged on Dec. 19 to abandon efforts to acquire nuclear, chemical and biological weapons in a surprise deal with old adversaries Washington and London.


But a dispute erupted between the Americans and the International Atomic Energy Agency -- the U.N. watchdog that usually has the job of overseeing dismantling of weapons of mass destruction programs -- over the IAEA role in Libya.


Last Monday, IAEA chief Mohamed Elbaradei said he had agreed with U.S. and British officials that his agency would verify Libya's dismantling by U.S. and British experts.


COMPETING ROLES


But U.S. officials insisted the IAEA role will be secondary. "The IAEA can come and watch while we're doing it and say, 'yes indeed (the weapons-related items) were moved from Tripoli to the United States,"' one U.S. official said.


"But this is our agreement with the Libyans -- and we're going to implement it," he said.


U.S., British and IAEA inspectors were in Libya this week beginning the process of removing the weapons.


Some of Tripoli's chemical arms may be brought to the United States for analysis. However, for safety reasons, most of the material will be destroyed on site in Libya, officials said.


Libya denies it has a biological weapons program but U.S. officials want to verify the claim with scientists.


If biological capability is discovered, that too would probably be destroyed on site in Libya, officials said.


The Washington Post reported in Saturday's editions that Libya's quest for atomic weapons was aided by a sophisticated nuclear black market that offered weapons designs, real-time technical advice and thousands of sensitive parts -- some apparently manufactured in secret factories.





Quoting diplomats and experts, the newspaper said the scale of the black-market operation exceeds anything seen before and it was undetected by western intelligence until recent months.

On Friday, the IAEA said nuclear arms designs were found in Libya and put under U.N. seal before transport to Washington.

The IAEA has said a Libyan bomb was years away, while U.S. and British officials said it was more imminent.

U.S., British and IAEA experts agreed, however, that Libya launched a serious and aggressive campaign to acquire the capability and know-how to enrich uranium for use in weapons.

"They've got a lot of stuff," one U.S. official said. He added that the next transfer from Libya to the United States will include "centrifuges, uranium hexafluoride, various machines and associated (nuclear program) equipment."

A centrifuge is a rapidly rotating cylinder that can be used to enrich uranium for use as nuclear bomb fuel. Uranium hexafluoride is a gas used in that process.

Libya's August 2003 admission of responsibility for the 1988 Lockerbie bombing (news - web sites) and its December vow to abandon WMD have set the stage for a possible end to U.S. economic sanctions.

Lifting sanctions would let U.S. oil companies resume work in Libya abandoned when sanctions forced them out in 1986.

"V" you always find these interesting articles!! This one is extremely suspicious and another one that we will probably hear nothing more about. Why in the world would the guy actually come out and tell the guard he was taking pictures and then shoot him (bad shot at that). Another notch on the stupid meter for the bad guys.

16" hole in the fuselage and wire on the runway!!!! And he didn't want to file an accident report and take off again. What is going on with Egyptian pilots, are they all on a suicide mission suddenly??

This wire can't just have fallen off there. I would think if he had flown in that way there should have been a difference in the way this plane flew. A pilot can tell the smallest change in the way his plane handles.

It's too bad the news media had gone to sleep. Right now MSNBC has on Joey Buttafuco (yuck), and Fox is back on with their election 2004.....snoooooooooozzzzz. I have been driven lately to CNN (ugh) for news from around the world.

The ninth issue of the al-Qaeda biweekly “Sawt al-Jihad” [Voice of Jihad] online magazine was released yesterday, reflecting new and interesting developments within al-Qaeda circles in Saudi Arabia. This issue features an insightful commentary on bin Laden’s latest speech and takes a clear stance supporting Jihad in the mounting inner-debate regarding armed Jihad on the holy soil of Saudi Arabia. This issue also provides a special report about the forthcoming documentary by al-Qaeda’s production company. Also, a new section dedicated to women brings the story of Um Hamza [Mother of Hamza], a role model for all women dedicated to Jihad.

Osama bin Laden’s latest speech is quoted, “there should be no dialogue with the occupiers but the dialogue with weapons, this is our obligation today, and this is for what we should strive.”

Louis Attyiat-Allah, an al-Qaeda ideologist, provides a written analysis of bin Laden’s latest speech. Attyiat-Allah criticizes al-Jazeera television for broadcasting only a small portion of bin Laden’s speech, saying that this is one of the most important speeches for the coming times. Attyiat-Allah wrote:

“I felt angry at al-Jazeera channel for cutting the speech from over 40 minutes to 14 minutes only, because it is very clear that this is one of the most important speeches of the Sheikh. It is clear that this is a detailed, political speech, and that the Sheikh read it from a paper which was prepared beforehand… in my personal opinion, this speech, in its essence, is a speech [about the] future. It includes very important clues and allusions that perhaps al-Jazeera commentators or news editors would never understand. Only those who have the same ideas and mind-set that Sheikh Osama has will be able to understand.

Attyiat-Allah also writes about a possible future attack on the same scale as 9-11, stating, “[T]he truth is that for a long time now, I was raising a simple yet specific and clear question to some people who have connections in al-Qaeda, asking them if there is going to be a second, bigger attack. From the answers, some of the next attack’s features were gathered, and the following are the most prominent:

•“It will be an innovative attack, in the sense that it will be completely unexpected, and impossible for them [the West] to even think about or picture its way of action, for it is unimaginable in the normal way. •“It will be bigger, in the sense that the loss from which America and the Western World will suffer [will be bigger], because it will be very big and immeasurable. •“Due to its greatness, it will change the global power balance.”

Large portions of the magazine attempt to provide substantial religious justification last year’s al-Qaeda bombings in Saudi Arabia and continue to support armed Jihad in the region, in reaction to the continuing debate among al-Qaeda sympathizers concerning the religious legitimacy of armed Jihad in Saudi Arabia. Religious justification is also provided by the Center for Islamic Studies and Research, also known as “Al-Neda.”

The anonymous author of the answers in these new series attempts to justify the Jihad in Saudi Arabia as follows:

“My Muslim mujahid brother, can you not see Muslims killed in Afghanistan, and then in Iraq?... Can you not see the corpse of the children completely torn, their skulls and brains scattered all over the [television] screens? Can you not see the Muslims in this worst condition of shame, humiliation, pain, harm, and injury? Can you not see that the headquarters of the war was from the [Arabian] Peninsula and that the center of all kinds of logistical support was this land, which the Prophet, may peace be upon him, commanded be purified from the polytheist?

“You have seen the war on Iraq, and you have seen how all the military powers in the land of the two holy mosques were in the hands of the Christians, including military bases, and even more - the civilian Arar airport has been changed to a military base because of its strategic location, which was indispensable in attacking Iraq.”

Under the section “News Reports,” this issue publishes an al-Qaeda communiqué entitled, “The Failure of the Terrorist Attempt,” which is signed by “Al-Qaeda Organization in the Arabian Peninsula.” The communiqué consists of the mujahideen stance towards a recent clash between them and the Saudi authorities.

This issues contains a special section dedicated to recruiting women to terrorist attacks, in which women are encouraged to assist the warriors by all means. This issue’s article, entitled “Um Hamza, an Example for the Woman Holy Warrior,” tells the story of the late Um Hamza by her husband, in which her virtues are detailed. “Um Hamza and Martyrdom: Um Hamza was very happy whenever she heard about a martyrdom operation carried out by a woman, whether it was in Palestine or Chechnya. She used to cry because she wanted a martyrdom operation against the Christians in the Arabian Peninsula.” A copy of a letter handwritten by Um Hamza shortly before her death is displayed in the magazine.

In an article entitled “Be Patient for the Strike of Jihad,” under the section “Instructions to the Mujahideen,” the writer encourages the mujahideen to continue their struggle, promising them that the “the infidels will suffer like we do, and will suffer from strain, fear, and loss of money and lives like we do, but on a much bigger scale.”
