It's insane how convinced they are that this is the best method. I've spoken to several, and it's obvious that they have no idea how toilet paper even works.

When I was stationed in eastern Turkey, the toilet was a “bomb site”, just a hole in the floor. There was also a small faucet on the left side, used for rinsing your left hand after it is used for wiping. Then outside the stalls are incense bottles for masking the scent of any crap left on your left hand.
I never went off base without some TP or at least a wad of worthless Turkish paper money.
Traditional Okinawan toilets were much like the Turkish ones, but they were more advanced in that they had foot patterns on either side of the bomb site in the floor.
