This morning I finalized an important Deal with the Republic of Indonesia after speaking with their Highly Respected President Prabowo Subianto. This landmark Deal opens up Indonesia’s ENTIRE MARKET to the United States for the first time in History. As part of the Agreement, Indonesia has committed to purchasing $15 Billion Dollars in U.S. Energy, $4.5 Billion Dollars in American Agricultural Products, and 50 Boeing Jets, many of them 777’s. For the first time ever, our Ranchers, Farmers, and Fishermen will have Complete and Total Access to the Indonesian Market of over 280 million people. In addition, Indonesia will pay the United States a 19% Tariff on all Goods they export to us, while U.S. Exports to Indonesia are to be Tariff and Non Tariff Barrier FREE. If there is any Transshipment from a higher Tariff Country, then that Tariff will be added on to the Tariff that Indonesia is paying. The test of this will be in July. Revenue in June always gets a bump because it is a month employers and high income filers file their quarterly tax and estimated tax payments. The answer to that will come if July does not have a surplus in spite of tariff revenues.

No, a temporary one month surplus, with high annual deficits, cannot be used to pay down debt or fund any “new anything” not budgeted, because the deficits and debt remain regardless of a tiny one month “surplus”. The only good of a temporary one month surplus is to slightly lighten the load of a large continuing deficit over the months ahead.

Why is this error so pervasive?
Prices result from the combination of many factors, cost of manufacture, cost of shipping, profit at multiple stages & what the market will bear.
A 19% tariff is money into US coffers. The final price to consumers or middlemen is elastic. Firstly profit shrinks at all stages, costs are trimmed where possible. The price to the consumer changes very little. We have seen that price actually come down because demand is less as domestic production rallies.
Cost is a function of the labor, materials, overhead, etc required to produce a product. The selling price is based on value, which is why people are happy to pay much more than the cost to manufacture an iPhone, for example.
Ultimately, buyers establish what price they are willing to pay, or they will choose the next-best alternative. In the case of a t-shirt made in Indonesia, that will likely be a t-shirt made in some other country that may not have negotiated as low a tariff rate, thus the Indonesian product will be favored.
What Trump is doing is selling access to the US market, which is of great value yet historically has been given for free. He is rebuilding the fundamental basis of international trade.
