It’s about two months of county processing time to get a full house permit in my Florida county.

For a basic reviewed permit, figure about two weeks.

My thought precisely ... that’s what this reminds me of ... and from what I’ve heard and read, the devastated areas in Maui remain a long way from being “rebuilt”.

Yes, I guess concrete and cinder blocks will crumble in an earthquake. What type of foundation do they have?
Isn’t it still concrete with rebar in it?

So, how did the house in the Laguna Beach fire survive?
It had over an inch of stucco on the outside.
It did not have soffit vents.
It had metal roofing.
It had concrete walls that came up 3-4’ above grade.

There are ways to build a house/structure to survive a fire.

I’m not an expert.
But yes things need to be done better.

Interesting exercise people can do. Go to Realtor.com and look for lots for sale in Pacific Palisades.
Next look at the lot address on Google street view which will show the house before it burned.
Huge amounts of trees bushes and other vegetation all around those houses.
It’s easy to see what happened when you look like that.

Fires in arid climates are inevitable.
Southern California is a desert climate. Irrigation makes it habitable.
The Santa Anna winds are not going to ever stop blowing.

This is no different than blaming the Governor of Florida for a hurricane. These weather events have been happening in those places for thousands of years. They only difference is that they were not so densely populated even 200 years ago.

Generally people learn from their mistakes. Chicago burned down. It got rebuilt. They are going to rebuild Lahaina.
They will rebuild Pacific Palisades. It is going to take a long time and it is going to be very expensive.
Some former owners will be forced to sell.

Here is the article that goes into details of the exterior construction of the Laguna Beach fir of 1993.

IF the building codes in these parts of California were changed to mimic the construction techniques of this house then any new construction homes would survive these fires. Slowly older houses would get replaced with homes built like this. Just like homes that get destroyed by a storm surge/hurricane get replaced.

This house in the article was from over 30 years prior.
What did they change in the building codes since then?

IF you want to rebuild in a fire prone area then you need to build a FIRE PROOF structure. Maybe you also require ALL new houses to have an in ground pool to be able to draw water from.
