Senate Majority Leader John Thune said Thursday the Senate would not move to overrule its parliamentarian after she advised that including key provisions in the GOP’s domestic-policy megabill would expose it to a fatal Democratic filibuster.
After the decisions were publicized Thursday, multiple conservative Republicans called on the Senate to sideline Parliamentarian Elizabeth MacDonough. But when asked by POLITICO about overruling her, Thune said, “No, that would not be a good option for getting a bill done.”
The rulings from MacDonough affected several major pieces of the GOP plan, including a provision that would crack down on provider taxes that states used to fund their Medicaid programs as well as measures meant to exclude undocumented residents from public benefits. Republicans are expected to try to rewrite the provisions in hopes of winning MacDonough’s blessing.
“How is it that an unelected swamp bureaucrat, who was appointed by Harry Reid over a decade ago, gets to decide what can and cannot go in President Trump’s One Big Beautiful Bill?” wrote Rep. Greg Steube (R-Fla.) on X.
“The WOKE Senate Parliamentarian, who was appointed by Harry Reid and advised Al Gore, just STRUCK DOWN a provision BANNING illegals from stealing Medicaid from American citizens,” added Sen. Tommy Tuberville (R-Ala.), also on X. “This is a perfect example of why Americans hate THE SWAMP.”
MacDonough’s rulings are crucial because Senate Republicans are seeking to use special budget reconciliation rules to avoid a Democratic filibuster and pass the bill on party lines; those rules limit such bills to strictly fiscal-related matters.

Down with the deemed filibuster rule, if democrats want to filibuster then they can stand up and filibuster. It makes me so angry that the Dems were going to get rid of it but the GOP decided to keep it when they took the majority. It seems the bipartisan swamp are doing all they can to tharwt Pres Trump.
This was probably the plan all along. “See? There’s nothing we can do! The parliamentarian has ruled.”
Okay, heads up.
This same Senate Parliamentarian BLOCKED including anti gun measures in a budget bill that the Dems forced thru under Reconciliation. The Dems raged, just like y’all are. They demanded ignoring her — or better yet, explicitly ending the 60 vote requirement on anything.
Only two things stopped them. Sinema of Arizona and Manchin of West Virginia. They both said they would not support the Nuclear Option — ending the filibuster 60 vote reqmt.
It is only because of them that those measures did not become law under Biden.
So now we face the same thing. We tried to force through immigration policies in a bill about fiscal matters. It got stopped. Now we can claim we are doing purely fiscal arrangements that happen to point at illegals, but the Dems did they same thing about the revenue that could be generated by allowing lawsuits against gun manufacturers.
It doesn’t fly. Period. The Byrd rule is what it is.
And heads up, people. The 60 vote requirement raises an obstacle to passing laws. This is a CONSERVATIVE thing. Conservatism opposes government intrusion into private life and that’s what laws do. So this obstacle is lot left wing. It is Conservative.
