Stream them for their ability to be independent and, with the more independent capable, have a social worker ensuring they are checking off the checklist that helps keep them homed.
The less capable ones should be institutionalized. There is no reason they can’t be given apartment like rooms, unless they prove themselves to be totally self-destructive.

If someone wants to be off drugs there are plenty of options.
As for the mentally ill people have a legal right not to take medications.
To avoid homelessness at some point you have to condone off areas where they can live or not.

The problem is where they are choosing to do all that and where they are choosing to live, this isn’t about live and let live for someone living in their own space, their own apartment or trailer house.

I spent 30 some years commuting 70+ miles per day.
There are programs that are “housing first”, not requiring being clean first, and are apparently more successful. Just set them up where they won’t bother anyone and whatever happens, happens. Help the ones you can help.
Why would they want to leave the city and go out where there is nothing and no population to exploit and feed off of?
The bums can leave the city now if they wanted to.
The bums live in the city because that is where all the suckers and their goods are, the things to steal, the panhandling, the liquor stores and grocery stores, the free stuff they steal from yards and alleys, the protection of the street lights and city cops.

If they don’t have food given to them, they have to work. From there it’s a smaller step to being able to afford housing. And with illegals kicked out, there will be more jobs, higher paying jobs, and less demand for housing. And with no govt housing, there will be less govt money going to renting houses (which inflates housing costs).
Bingo. Once the illegals are gone, every industry will do better. More jobs and more housing for Americans.

Our country halted all immigration from 1924 to 1964 to allow immigrants to assimilate.
Treatment centers with detox and followup programs, initial inpatient short term stays...even for those without insurance,..in every city
What happens when a business owner can’t open the door to his business because someone is passed out in the entryway and is completely blocking the door?
What happens when customers are too afraid of the tents, needles, open drug dealing, and trash to use the services of the business?
What happens when you can’t take your child to the city park because some brain-addled addict is masturbating openly?
What happens when a schizophrenic enters the businesses and terrorizes the clients, workers, and business owner, and the police **never** respond?
All of the above, I have personally had to deal with. Very scary!
You can do what Singapore does. They have hardly any of either.
