No one was pretending their thread title is more deserving of attention. Where did you get that idea?
The title is capitalized at the source, as are all Whitehouse.gov EO's, so the poster was copying and pasting intact - and you just HAD to fantasize it was a power play.

When one follows the link, the White House is guilty of all caps..
We know the White House triggers people regularly with their words and actions, just didn’t know all caps of their titles for Presidential actions would be one of the triggers..
