No. Those mandates raise 1st Amendment issues re: Freedom of Religion and Freedom of Association. The doctors and cake bakers are paid for their services even thought they may object to providing their services for religious or association reasons. Mandatory pro bono for lawyers means the lawyers are required to give their valuable time free of charge.
