So half the folks in this thread are saying "Carville is crazy and nobody wants to do any such thing", and the other half are saying "Damn straight, arrest them all!"
Even though the military would -- rightly -- never follow those orders, so the whole thing is a fantasy, it is our own (including Trump's) own rhetoric that lets them make these accusations with a straight face.

They no longer follow it. A new military directive issued just a few week ago allows the military to use lethal force on citizens on American soil.
