It took some doing, but I found your 2021 article by Lev Golinkin in Forward.
Turns out that Golinkin is almost my neighbor, lives just a few miles across the river in NJ.
Golinkin is not a Russian propagandist and did not intend for his article to be used as pro-Russian propaganda.
Golinkin is highly concerned about celebrations of Nazis or Nazi collaborators everywhere in the world, including in the US.
Golinkin has no sympathy for Ukrainians recognizing their own freedom-fighters against Soviet Russia when those same heroes collaborated with Nazi exterminations of Jews.
Golinkin also has no sympathy for Russia's invasion of Ukraine.

The 1st Galician was involved in atrocities against Jews, a fact usually ignored by those who celebrate the division as Ukrainian freedom fighters.
The US also sees neo-Nazi style parades, for example this 2023 photo of a "Blood Tribe" march in Madison, Wisconsin, however, these are of a very different nature from those children parading in Ukraine:

Russia can’t win militarily. And you know it.
Unless they use nuclear weapons. But that would destroy them as well. Thus, this war will remain conventional and uwinable for the Kremlin.
Ukraine is now building its own long-distance ballistic missiles. Moscow’s energy sector is starting being hit, while at the same time the south of Russia is being invaded by Ukrainian forces.
The inflation in Russia is now at about 10%, steadily going up, expected to be over 12% soon. Russian citizens are suffering from it, but not the caviar-eating warmongering politician-crowd in the Kremlin... Right?
Russia’s future is therefore very dark. It can’t cope with the war it started. No wonder its asking for massive military help from Islamic Iran, and Communist North Korea - America’s absolute worst enemies.
Ukraine has become a never ending war for Russia like Vietnam was for America.
The only way Russia can hope winning is if the Ukrainian people decides so, if they decide to not defend their land anymore.
If that happens Russia would keep the Donbas areas and Crimea. In such a scenario the rest of Ukraine would evidently become a NATO country and it would become a member of the European Union.
Thus, a “win” for Russia would be, at best, a pyrrhic victory.

Ukraine was already crushed, on February 27, 2014, when Vlad the Invader began seizing first Crimea, then parts of the Donbas.
Ukraine was crushed again on February 24, 2022 when Vlad the Invader began his full scale "Special Military Operation" expected by all to take a few days or weeks at the most, to crush Ukraine and destroy its independence.
By March, 2022, Vlad's invasion reached its peak at around 27% (63,000 square miles) of Ukraine's 2013 borders, but since then, progress has been... rather slow, at best:
