Not sure how the army works, but in the navy one can be frocked. You have the title but without the pay. I was frocked. I passed the tests but it took 6 months for the paperwork to go through because of budget problems. According to press accounts, Walz was promoted, but never completed testing/training before he retired. So it looks to me he retired as an E8 instead of an E9.
