It's getting too close to the election for much fix, few people are ever prosecuted. The first votes are barely a month away.
We need to fight the steal.
And need new or updated laws making it a felony to vote illegally--non-citizens, voting more than once, voting for someone else. Put some real teeth in these laws.
And get rid of mailed ballots, require citizen check to register, require government issued photo ID to vote (offer them free to anyone that can't afford it).
I'd love to see election day become a national holiday so everyone can vote. Maybe even dip our fingers into purple ink!

Mail-based fraud can be reduced by asking people to put their phone number and utility account numbers on a card stapled to the inner envelope.
Unless one number is supplied, the outer envelope, the inner envelope and its card could be held for possible future counting.

Once one number (or the voter by personal appearance or judicial inquiry) is verified, the card would get detached from the inner envelope and the inner envelope placed in a bin for unopening and ballot counting.
If Kamala is 200 votes short in Pennsylvania, voters of uncounted ballots would be hunted down with great vigor.

One possible security measure is to mail out postage in advance of the ballots.
Unless a mailed back ballot has a matching postage label/amount/stamp mixture, the mailed back ballot could be provisionally held.
Not only would a vote thief have to lay their hands on a ballot envelope, they’d also generally need to get their hands on the postage envelope.

As for signature match verification, it could be done by teams of 3, one supervisor of elections person, one Democratic Party person and one Republican Party person, or it might be done by an FEC-approved electronic comparison means.

The trouble her is that before an election, the courts will all deny standing. After an election, no court will entertain throwing out votes and will again deny a case based on "laches" (Laches is a doctrine in equity whereby courts can deny relief to a claimant with an otherwise valid claim when the party bringing the claim unreasonably delayed asserting the claim to the detriment of the opposing party).
