I think the court was trying to curb lawfare. The real curb and the solution to our overuse of the courts is to have some penalty for losing.

But it might mean that he could be sued for issuing illegal executive orders to waive student loans, if the ruling means that illegal executive orders are not core functions of the President (legal executive orders would be).
It would certainly not provide immunity for anything that Biden did that was overturned by the Supreme Court but he then went ahead and did it anyway.
