The control Hamas has is related to how much they give the persons they want to control. That control ends the moment those persons aren’t being paid or they don’t want to do whatever they are being paid to do. Hamas isn’t a traditional government. They’re a terrorist paymaster. There is no written law. there are no formal rules or policies. The concept of a “deal” is ridiculous. It’s for the consumption of the ignorant in the West.
