Reagan spoke in 1983 marking Captive Nations Week (3rd week of July).
His remarks included:

"To every person trapped in tyranny, whether in the Ukraine, Hungary, Czechoslovakia, Cuba, or Vietnam, we send our love and support and tell them they are not alone.
Our message must be: Your struggle is our struggle, your dream is our dream, and someday, you, too, will be free."

It's curious how much the world has changed since 1983, and how much it has not.

Just to avoid complaints by quibblers and naysayers, the quote at the Reagan photo should have read:

“...Ukraine...Your struggle is our struggle, your dream is our dream, and someday, you, too, will be free.”

And possibly a 4rh period after Ukraine.
