As far as I can tell, this is awkwardly worded.

My first reading made me think that Rumble has a fraud scheme -- in the same way that the old Twitter did -- which supported censorship.

But I think the author here is actually trying to say that Chris Pavlovski of Rumble is teaming up with Elon Musk of X to make sure that both X and Rumble can fight the censorship fraud that many social media platforms have adopted.

This complex, comprising government agencies, think tanks, private media, and activist organizations, is accused of censoring, controlling, and financially crippling free speech platforms under the guise of combating ‘hate speech’ and ‘misinformation.’

Why can't any state AGs simply bring RICO charges against the aforementioned?

The proverbial They did this to Rush Limbaugh years ago. He was able to show his advertisers that it was 10 people manipulating the algorithm.
