Actually he took his anger out on officer Biden was talking to. Charles was trying to get Biden to go with him. Biden decided to have a conversation with the officer assigned to the detail. When Charles indicated it was time to go Biden stayed there and continued to talk, Charles actually had to walk back to them and told officer to be quiet. That’s when Biden slowly got the message and went with Charles.
