It actually appears that they compartmentalized that event so well that the government really and truly doesn't have access to the materials.
General Jesse Marcel, Jr posted frequently on this forum before he died. His father, also a general when he died, was the major Jesse Marcel that is shown in the photograph holding the "debris". Both announced on their death beds that it was an ET crash that was covered up.
