Long-time readers of CTH research will remember a very specific agency inside government, the Dept of Justice Community Relations Service (DOJ-CRS).
This little-known, quasi legislatively authorized, Eric Holder weaponized, silo inside the justice system operates to control information that would be deemed ‘adverse to the peace and tranquility interests of the nation.’ In non-pretending terms, the DOJ-CRS controls any information in the criminal justice system that doesn’t fit the agenda of the radical communists and left-wing activists within it.
The CRS controlled the George Zimmerman case. The CRS controlled the Darren Wilson case (Ferguson). The CRS controlled the Baltimore-Six case. The CRS controlled the Stephen Paddock case (Las Vegas). There are many more.
The CRS, also known colloquially as the “peacekeepers” can reach into any system of justice, local, state, federal, including courts, judges, trials and law enforcement agencies, and control the information that is at the center of their topic, charge or investigation.

I would expect there is at least one level of indirection through a network of "Non-Profit Organizations" (NPO), who provide the indoctrination materials and assist with recruitment of suitable candidates to program as wind-up berserker toys.
Of course, those organizations would be heavily infiltrated by FBI informants who write reports every week and do what their handlers tell them to do. Just like any other bureaucracy. FBI agents, acting as handlers would be at standoff range with "plausible deniability" for what the NPO sponsors do.
But informants get paid. Follow the money trails.
The "Manifesto" (if there is one) is unlikely to contain any information of value. It is a distractor.
But the extensive project notes and plans taken from the Nashville shooter probably identify the direct sponsors of that terrorist action including enough information to make ties back to government agencies. That is what they don't want us to see.

Good question. It may be some time, if ever, before we see the documents and have hints as to the answer to that question. Of course, even if released, how can we trust that what we are told the manifesto contained is true? We can no longer trust our governmental institutions to be transparent and honest. If we were suspicious before, the last few years have confirmed most of our worst fears about governmental manipulation of information and events.

Good possibility. It may eventually turn out that this manifesto originated from a trans-activist group effort and more than one person or group is in possession of a copy of it.
Whatever it says, it can’t be good for the trans-GIBLET supporters or it would have already been released to the public.
I’ll bet they have been threatened and now they’re afraid to release the manifesto.

It would show that certain very evil elements within the democrat party were pulling her chain and put her up to this shooting.
The manifesto would show how evil sexual weirdos are - and how much they hate traditional Americans.. The jerks on the left will protect the killer - the FBI, DOJ, MSM and half of Washington. If we ever see the manifesto it’ll be heavily redacted.
