I always suspected that all that whining by governors and mayors has been all over nothing. Sure, Mayor Adams of NYC has complained that illegal migrants are “destroying” his city, and outgoing Mayor of Chicago Lori Lightfoot is begging Governor Abbot to quit shipping illegal migrants to her city.

Yep, that's how it done.
What they really mean is that they want to weaken or eliminate current immigration law to make it possible for the flood of illegal immigration to continue, only without it being illegal. They don’t want to stop the flood, they just want it to continue within the legal immigration system.
When they say the current system is “broken”, they really mean that it works too well in restricting the flow of third world refuse (at least when it’s being run by someone like Trump), and their “fix” is to permanently weaken the system to the point that there is no longer any legal basis for restricting the incoming flood. It will allow them to claim that they have stopped illegal immigration, which would be technically true because they would have just changed the law to make the invasion legal…presto!, no more ILLEGAL immigration. Yet there would be no practical difference in the result, just as intended. They shriek in feigned horror at what they call “the great replacement theory” because the truth is that is precisely what they are attempting to do, replace the current sometimes skeptical and demanding populace with a poor, uneducated, backward one that is easier to manipulate and rule (erm…”govern”).
