Point Loma is the home of the sub base in San Diego. Not really a surprise they would be doing exercises surrounding that.
Here in Southwest Arizona, the Marines do something like that about every two months as part of WTI training at Yuma. It's nothing sinister, just part of real world training.

Stationed in San Diego for three years in the mid-70s. Even then san diegans were not very supportive of the Navy or USMC despite having a surface warfare naval base, nas miramar, nas san diego, navy and USMC bootcampS, and a myriad of training centers. we loved the weather but the town? Not so much
