I see that some affirmative action hire wrote this screed. I suspect that it might be an autocorrect-induced error. It happens to me more than I would like to admit in this forum.

I think it might be dictated, or simply auto-wrecked. I saw s story earlier about apartments “invested” with rats. Apparently no one proofreads this stuff.
