Russia should have taken out the Ukraine’s infrastructure in the first 72 hours of the war.
Putin couldn’t because the Russian Armed Forces don’t have that capability, outside of nukes (and its questionable whether those still work after 30 years in storage, considering how poorly the rest of the military was maintained).
