There are only a few ways this can play out:

1. Biden is lying. This means that he's involved in an Oval Office cover-up, which is Watergate-level conspiracies.
2. Biden is telling the truth, which means that his non-elected and non-confirmed staff is usurping Presidential authorities. This is impeachment-level abuses of power. If the immediate staff of the President is not informing the President of precedent-setting actions being taken in his name, then we have a serious breakdown of chain-of-command in the White House.
3. If neither Biden nor his staff knew anything about this, then we have a rogue Department of Justice, where the Attorney General and the FBI Director are taking unilateral actions against the leading opponent of the Democrat party. This is coup d'état territory, where factions within the government think they should be the ones in charge, and act illegally under cover of their own authority.
4. If nobody is claiming any knowledge beyond the scope of their own offices, and continually inform the LAAP-dog media to refer to another department for comment, then we have a complicit media on the receiving end of internal leaks to spread a false narrative to protect the interests of the entire deep-state power base, which includes the LAAP-dog media.

If that was really the case why hasn't he condemned the raid? Why hasn't he called for an investigation into who all is responsible?

No President would sit on his thumb and say nothing after people in his administration did something so controversial and precedent setting as this without informing him beforehand.
