EO's are only applicable to the federal government. For instance, Pedo Pete can't issue an EO to outlaw your ICE vehicle, buy an EV or institute a BS "climate tax". Those would take Congressionally passed laws. But Biden can EO that the fed gov buy only EV's the next time money is appropriated by Congress for the fed gov to buy new vehicles. Illegal EO's cannot be enforced and can be fought in court if enforcement is attempted. In general, if no enforcement is attempted, Congress is the only one to have standing to sue the administration to make the EO go away.

I had a Cadillac 2000 STS Northstar that burned oil more than any other car I ever owned. Cadillac claimed that the oil needed for its high output needed it and as I bought it used in 2003 to use as a high mileage, high speed turnpike cruiser I found it to be true. I did figure that it would need a ring job from carbon (even with my 90 mph turnpike abuse) and I traded it after about 2 years. I left Atlanta for KC one time and never dropped below 90. I was a comfortable road car.

I would add a quart about every 1200 miles or worse.

It never stayed in long enough to get dirty.....................
